Yes, anglers use spinning rods for muskies in certian applications, mostly jigging reapers,tubes and lizards, you can even get by with bucktails and prop style surface lures but I wouldn't recommend it. That is a Dunwright bumpboard http://www.dunwrighttackle.com/accessories.shtml I wasn't at the banquet this year but they usually had a couple for auction in years past. You can also get them through all the big online muskie tackle shops. Rollie's, Thorne Bros., Pastika's.....

Concentrate your efforts early and late in the day(night) to avoid extremely heavy recreational boat traffic during the day or hope for crappy weather. Long is Gin bottle clear and July is not the best month to fish muskies there to say the least.
