Yes, anglers use spinning rods for muskies in certian applications, mostly jigging reapers,tubes and lizards, you can even get by with bucktails and prop style surface lures but I wouldn't recommend it. That is a Dunwright bumpboard http://www.dunwrighttackle.com/accessories.shtml I wasn't at the banquet this year but they usually had a couple for auction in years past. You can also get them through all the big online muskie tackle shops. Rollie's, Thorne Bros., Pastika's.....
